Big Tech Feels Boring. The Incentives That Make Change Hard

Big Tech’s familiar-feeling products do not prove that innovation has stopped. Market incentives and organizational inertia help explain why change can be difficult.

Big Tech is not literally out of ideas, and the evidence does not show that every large technology company has stopped changing. But the feeling that products have become safer, more familiar and less surprising has a plausible explanation: when a company already reaches much of its market, winning new customers through improvement may matter less, while changing an established organization can be difficult even when leaders want to do it.

Why can Big Tech feel boring?

“Boring” is a judgment about experience, not a measurement of innovation. There is no evidence here of a recent survey showing that consumers broadly think technology products are boring, or that large technology firms generally refuse to change. The more defensible question is why a successful company might have weaker incentives to make a product meaningfully better—and why an organization might struggle to act on change even when it sees a reason to.

Those are related but distinct problems. Market structure shapes the reward for improving an offer; organizational routines shape whether a firm can respond. Neither makes stagnation inevitable.

When customer pressure weakens, improvement can pay less

A U.S. Department of Justice Antitrust Division speech described one mechanism: an incumbent with a large market share may have less reason to attract additional customers through improvement if it already has little share left to win. That incentive can change if a failure to innovate puts its existing customers or market position at risk. The point is not that large companies never innovate, but that the commercial payoff from improving can depend on how exposed a firm is to losing business.

That creates an important distinction between improving a product and improving it enough to change a customer’s choice. If users have credible alternatives and can switch, a rival’s better offer can make inaction costly. If alternatives are weak, switching is difficult, or users are tied to a network of other people and services, the pressure may be less immediate.

Scale can fund innovation and soften rivalry

Size is not a verdict. A large firm may have resources and complementary assets that help it conduct research or bring a new capability to market. At the same time, concentration can reduce the incentive to improve when customers have fewer meaningful alternatives. The DOJ speech cautions that the relationship between firm size and innovation is not simple; an FTC speech likewise describes successful high-tech firms as aggressive innovators while arguing that consumers can benefit from multiple aggressive competitors when a market can support them.

Network effects complicate the picture further. A service can become more valuable as more people use it, which may help an incumbent deliver a useful product while also making it harder for a new entrant to attract users. A large user base can therefore be both a product advantage and a barrier to competition.

Changing an organization is harder than changing a product

Even when a company recognizes a threat, it may not be able to redirect itself quickly. Rebecca Henderson and Sarah Kaplan’s NBER working paper argues that organizational change is best understood by considering incentive systems alongside the social context of organizations. People work within established routines, expectations and relationships; a new strategy can run into those structures even if it makes sense on paper.

This is a general framework for understanding organizational inertia, not direct proof about every technology company. It helps explain why “they should just build something better” is not a complete account: the challenge may involve not only an idea, but also the incentives, habits and coordination required to pursue it.

Acquisitions raise questions, but deal terms do not prove innovation stopped

In 2021, the Federal Trade Commission released a staff inquiry into 616 acquisitions valued at $1 million or more by Alphabet, Amazon, Apple, Facebook and Microsoft from January 1, 2010, through December 31, 2019. These were acquisitions that did not require reporting under the Hart-Scott-Rodino Act’s reporting requirements, so the study is a historical sample of a particular category of deals—not a live measure of current acquisition activity.

The FTC found that more than 79% of the transactions used deferred or contingent compensation for founders or key employees, and more than 75% included non-compete clauses. Those figures describe deal terms. On their own, they do not show that the acquired companies’ ideas were abandoned, that a deal eliminated a competitor, or that consumers were harmed.

Acquisitions can bring technology, teams or capital into a larger organization. They can also prompt a competition question: does an independent source of pressure remain after the deal? Then-FTC Chair Lina M. Khan characterized the study this way: “While the Commission’s enforcement actions have already focused on how digital platforms can buy their way out of competing, this study highlights the systemic nature of their acquisition strategies.” That is Khan’s interpretation of the study, not a finding that every acquisition removed a rival.

Count the value of innovation, not just its volume

Calling a company innovative does not by itself answer whether customers are getting meaningful improvements or whether competition is healthy. In a 2024 article in the Journal of Antitrust Enforcement, Andrew P. McLean argues that innovation rhetoric can be used to resist stronger competition enforcement. His argument emphasizes questions that a headline innovation count can miss: whether important capabilities originated in smaller firms or the public sector, and whether the resulting change improves outcomes that matter.

That is an argument about competition-policy rhetoric, not a survey of consumer opinion or a universal consensus about how innovation should be measured. Its practical value is as a test: ask what changed for users, who developed the underlying capability, and whether rivals still have a realistic chance to challenge the offer.

A better test than “big companies never change”

To assess a particular company or product, look for the mechanisms rather than treating size as the answer. These questions do not prove that a product is stagnant, but they help identify where pressure to change may be weak:

  • Customer pressure: Can users switch to credible alternatives, and would a better offer win meaningful customers?
  • Scale and rivalry: Are the firm’s resources helping it develop or deliver better products, or is limited competition reducing the consequences of standing still?
  • Entry and networks: Does a large user network make the service more useful while also making it harder for entrants to reach users?
  • Acquisitions: Did a deal bring a capability or team into a larger firm, and is there evidence that independent competitive pressure changed? Transaction terms alone cannot answer the second question.
  • Quality of innovation: What meaningful outcome improved, and who developed the underlying capability?

The title’s sweeping claim is strongest as a provocation, not as a universal verdict. Some large firms may have powerful reasons to innovate; some may face weaker customer pressure or internal obstacles to change. The useful explanation for familiar-feeling technology is not that “nothing wants” change, but that the rewards, competitive constraints and organizational capacity for change differ from one company and market to another.
