What the SBGV019G is
In a February 24, 2016 hands-on review, Robert-Jan Broer identified the SBGV019G as a 38 mm stainless-steel Grand Seiko with a silver-to-off-white dial, sapphire caseback and caliber 9F82 quartz movement. He described it as a mid-sized dress watch. Read Broer’s SBGV019G review at Fratello Watches.
The visual appeal, as Broer describes it, comes from the balance between restrained proportions and careful finishing: polished lugs and case edges, applied markers and hands, and a light-colored dial. The sapphire back changes the usual quartz-watch presentation by making the movement part of the design rather than hiding it behind a solid caseback.
Why the sapphire display back stands out
A visible movement is a familiar feature on mechanical watches, but less expected on a quartz model. Broer singled out that choice with the comment, “That takes guts.” It is his opinion in the 2016 review, not a manufacturer claim. For a buyer, the display back is chiefly a design choice: it gives the SBGV019G a more mechanical-looking point of interest while revealing that its timekeeping is quartz-powered.

What the 9F82 and 9F family bring
The SBGV019G review identifies its movement as the 9F82 and reports an annual deviation of up to 10 seconds. It also describes temperature compensation and seconds-hand alignment. These are claims reported in that model-specific 2016 review, not results of independent testing by this article.
Seiko’s official account of the 9F caliber’s 25th anniversary provides useful family context. It says the first 9F caliber, the 9F83, was completed in 1993, and describes design features developed for the 9F family:

Broer’s 2016 review states that the SBGV019G was limited to 600 pieces and gives a price of €2,800 at the time. The available sources do not independently confirm the edition size through an SBGV019G-specific official product page, and the 2016 price is not a current market value.
