The clear documented difference is the band: the SPB313J1 and SPB315J1 come on stainless-steel bracelets, while the SPB317J1 comes on a silicone strap. Seiko’s U.S. product page lists the SPB317J1 at USD 900; it does not establish a current price or availability for the other two references.
How the three references differ
Seiko’s 2022 Prospex brochure identifies all three as recreations of the 1968 diver’s watch. It documents their band configurations as follows:

Seiko ties the design to its 1968 diver’s watch and describes crown protection and a slim profile as elements of that design. The brochure says the original watch was intended for professional divers who needed reliability, accuracy, legibility and durability; that is Seiko’s historical design description, not a claim of independently verified performance for these three modern references.

If you prefer a stainless-steel bracelet, the brochure’s documented options are the SPB313J1 and SPB315J1. If you want the silicone-strap configuration, it identifies the SPB317J1. The listed diameter, movement and 200m diver’s rating do not distinguish one model from another. The sources do not establish current regional prices for SPB313J1 or SPB315J1, nor do they provide hands-on comparisons of wear, accuracy in use or diving performance.
