Timor Review: The Timor-Leste Law Journal and the UN Human Rights Review

“Timor Review” can mean an academic law journal or Timor-Leste’s UN human-rights review. Here’s how to distinguish TLREV from the UPR.

“Timor Review” can refer to two different things: the Timor Leste Law Review (TLREV), an open-access academic journal, or Timor-Leste’s review under the UN Human Rights Council’s Universal Periodic Review (UPR). They are unrelated in purpose: one publishes legal scholarship; the other examines a country’s human-rights record. If you mean a publication, the closest match is TLREV.

Timor Leste Law Review (TLREV) describes itself as an open-access law journal first published in 2026 by the Master’s Program in Law at Universidade Dili, Timor-Leste. It says the journal addresses a shortage of English-language books and scholarly publications about Timor-Leste’s legal system. No. The UPR is a United Nations Human Rights Council process for reviewing countries’ human-rights situations. La’o Hamutuk describes it as a process that reviews every country every four years. The UN Working Group report records that Timor-Leste’s third UPR took place on 27 January 2022.

La’o Hamutuk’s UPR page, updated in August 2026, collects documents and background from multiple review cycles. A UPR review is not a journal issue: it concerns the state’s human-rights record and produces review-cycle documentation and recommendations, rather than scholarly articles. The UN Working Group report is an official source for the 2022 session.
