Yes—but only if your watch has both a 24-hour hand and a rotating bezel marked in 24-hour increments. Rotate the bezel to account for the offset between the time zone shown by the 24-hour hand and the one you want to check, then read the target time where the hand meets the bezel scale. An ordinary elapsed-time bezel without a 24-hour scale does not provide this function.
What you need on the watch
- A 24-hour hand, which makes one full turn per day.
- A rotating bezel with a 24-hour scale.
Seiko’s official instructions for its 5R65 and 5R66 movements say that turning the rotating bezel lets the wearer read another time at the 24-hour hand: Seiko 5R65/5R66 instructions. This method is distinct from using a conventional elapsed-time bezel to measure elapsed minutes.

How to calculate and set the bezel
Find the UTC offset for the time zone currently indicated by the 24-hour hand and the offset for the target zone on the date you need. Daylight-saving rules and official time-zone changes can alter local offsets, so use offsets applicable to that date.

- Calculate E = C − D.
- If E is positive, turn the bezel clockwise by that many hours. If E is negative, turn it counterclockwise by the absolute value.
- Read the target time where the 24-hour hand points to the bezel’s 24-hour scale.
The clockwise/counterclockwise rule and formula are those given in Seiko’s 5R65/5R66 instructions. A result greater than 12 hours can be represented by the equivalent shorter turn in the opposite direction, because the scale completes a 24-hour cycle.

Seiko’s example: Japan to Los Angeles
Seiko illustrates the calculation with the 24-hour hand set to Japan at UTC+9 and Los Angeles as the target at UTC−8: E = (+9) − (−8) = +17. The instructions say to turn the bezel 17 hours clockwise, equivalent to seven hours counterclockwise, and give the Los Angeles reading as 17:00. This is the manual’s worked example, not a current offset lookup; check the applicable offsets for the date you are calculating.
Reading a third time zone
The 24-hour hand does not have to show the same zone as the main hands. Use the zone indicated by the 24-hour hand as C and the desired third zone as D, then apply the same calculation. Seiko’s instructions describe using the bezel to read another zone this way.

Restore the bezel afterward
When you no longer need the offset, return the bezel’s “24” mark to the 12 o’clock position. Seiko gives this instruction in its 4R34 manual: Seiko 4R34 instructions.

What to check when choosing a watch
- Confirm that it has a 24-hour hand, not just a 12-hour hand.
- Confirm that the bezel is marked in 24-hour increments and rotates.
- Check that the numerals are legible enough for the readings you expect to make.
