Those changes may encourage more people to list watches, but the available evidence does not show that watch listings, prices or buyer demand actually changed as a result.
What changed in Germany and the UK?
Germany: domestic private selling has been free since March 2023
eBay says private sellers have been able to sell domestically on eBay.de without selling fees since 1 March 2023. That does not make every transaction or optional service free: upgrades, promoted listings and shipping to other countries can still involve charges. See eBay Germany’s private-seller fee information for the current terms.
United Kingdom: free domestic private selling began in October 2024
From 1 October 2024, eBay UK removed final value and regulatory operating fees for UK private sellers across categories other than Motors. The change is for private sellers, not a general removal of business-seller fees. eBay’s private-seller fee page says UK-based private sellers receive 300 free listings per month; optional listing upgrades can cost extra, and overseas delivery may incur an international fee. The page was marked last updated 29 September 2024, so check its live terms before listing or calculating a sale.
In announcing the UK change, eBay UK General Manager Kirsty Keoghan said: “Removing selling fees across categories is designed to give buyers access to greater breadth and depth of inventory, while creating a simplified and streamlined experience for sellers.” That is eBay’s stated aim, rather than independent evidence of what happened in the watch category.

What does the evidence say about the watch market?
The fee cuts could lower the cost of listing a watch and make some private sellers more willing to sell through eBay. If that happens, buyers might see a broader second-hand selection. But that is a plausible mechanism, not a measured outcome: the sources available do not establish that the changes increased watch listings, altered completed-sale prices or shifted watch-buyer demand.
eBay’s March 2024 account of Germany reports growth across its wider consumer-to-consumer (C2C) marketplace after domestic private selling became free. The company said private listings grew by more than 20%, active private sellers recorded double-digit growth, and C2C volume exceeded its prior expectations by several hundred million euros. It also reported that more than 250,000 sellers began buying on eBay after the fee change. These are company-reported, broad-market measures; they are not watch-specific statistics, and eBay’s account does not isolate the fee change as the sole cause. eBay CEO Jamie Iannone described the company’s rationale this way: “C2C sellers make our marketplace more vibrant by bringing some of the most unique, hard-to-find, and well-priced inventory.” The statement explains eBay’s strategy; it does not demonstrate a specific change in watches. A separate historical data point—a 31% rise in eBay searches for luxury watches in 2021, reported by WatchPro in 2023—predates the UK change and cannot show its effect.
Is it free to sell a watch on eBay UK?
For a UK-based private seller making a domestic listing, the headline selling fees were removed from 1 October 2024. A watch is not automatically covered by every free-selling condition: Motors listings are excluded, the monthly free-listing allowance applies, and optional upgrades may cost extra. Business sellers follow separate terms. Check the current eBay fee page and the listing’s own cost breakdown before committing to a sale.

Are there still fees if I ship a watch internationally?
Yes, an international transaction may not be free just because domestic private selling is. eBay UK’s fee page states an international fee of 3% when the delivery address is outside the UK; confirm the current rules and any applicable conditions on the live page. In Germany, eBay likewise says shipping to other countries can involve fees. Seller residence, the site used to list, destination, seller status and optional services all matter, so compare the full terms for the specific transaction rather than only the domestic headline fee.
What should watch buyers and sellers take from this?
- For sellers: Lower domestic selling costs may make eBay more attractive, but calculate shipping, optional upgrades and any international charges before setting a price.
- For buyers: A larger supply of private listings is possible, but the policy announcements alone do not establish that more watches are available or that prices have fallen.
- For watch-market claims: Treat broad C2C growth figures as marketplace context, not proof of a watch-category effect. Watch-specific listing, transaction and price data would be needed to demonstrate one.
How this relates to authentication
Seller fees and buyer confidence are separate questions. WatchPro reported in August 2023 that eBay UK’s Authenticity Guarantee covered watches priced at £1,500 or more and involved checks by independent watch-industry experts. That is historical trade reporting, not confirmation of current eligibility. Check eBay’s current official authentication terms for a particular watch; the old threshold does not show that the fee changes affected watch-market outcomes.
