No—the Bell & Ross BR-05 Skeleton Arctic Blue is not described as having shattered or damaged glass. Its crack-like lines are an intentional design: Bell & Ross says it laser-engraved irregular lines into blue-tinted dial glass to imitate cracks across an ice plain.
Why does the dial look shattered?
The appearance comes from an ice-inspired treatment, not broken glass. Bell & Ross describes blue-tinted glass engraved with irregular lines that imitate cracks in ice plains. The open dial pairs that glass with a metallic-blue flange carrying 12 indexes; the tint gives the visible movement an icy-water look. The brand also says skeletonisation removes superfluous material to reveal the mechanism.
In other words, “falsely shattered” is a visual description. The official product information presents the patterned surface as deliberate and does not describe the glass as damaged. Bell & Ross’s UK product page gives the design description.

Bell & Ross lists the Arctic Blue with either a polished-satin steel bracelet or a rubber strap. The official pages identify these references:

How does the BR-05’s integrated design fit the watch?
The integrated case-and-bracelet form is part of the BR-05’s visual identity. Bruno Belamich, Creative Director and co-founder of Bell & Ross, describes the design this way: “The integration of the case and bracelet is in line with the brand’s DNA, adding a new dimension to the watch, with the first link forming part of the case. This style, inspired by the 70s, gives Bell & Ross an aesthetic that is at once distinctive, modern and graphic.”
That description speaks specifically to the bracelet configuration; the existence of a rubber-strap version does not by itself establish bracelet or strap compatibility.
