The U.S. mortgage-servicing market is shifting toward nonbank servicers while banks retreat from agency servicing. At the same time, mortgage-servicing rights (MSRs) remain sensitive to defaults and prepayments, regulators are raising operational expectations, and liquidity can determine whether a servicer continues operating through a downturn. Mortgage performance is still broadly sound, but pockets of consumer-credit stress could increase servicing work and cash needs during 2026.
What the mortgage-servicing market includes
Mortgage servicing is the ongoing administration of a loan after it is originated or sold. A servicer collects principal and interest, manages escrow for taxes and insurance, communicates with the borrower, handles delinquency and loss mitigation, and coordinates foreclosure when other remedies fail. The right to perform those functions—and receive the associated servicing income—is a mortgage-servicing right, or MSR.

Servicing is separate from owning the mortgage. A bank, government-sponsored enterprise (GSE), government agency, or investor can own the loan while a bank or nonbank company performs the servicing. That separation makes the market dependent on transfers, counterparty strength, data quality, and the servicer’s ability to fund obligations during stress.

Six trends to watch in 2026
1. Nonbank servicers are becoming structurally more important
The largest long-term shift is the move away from bank-led agency servicing. The Federal Housing Finance Agency (FHFA) says that “New entrants have further transformed the landscape, with non-depository servicers poised to provide needed capacity in place of traditional servicers.” Treasury’s Financial Stability Oversight Council (FSOC) materials likewise describe rapid growth in the nonbank mortgage-servicing sector and its critical role in the mortgage market.
Federal Reserve data show how far the change has gone. Banks’ share of GSE servicing fell from 65% in January 2014 to 36% in May 2026. Their share of GNMA servicing fell from 66% to 11% over the same period. These figures describe bank share, not the total size or profitability of the nonbank sector, but they establish a major change in who performs agency servicing.

2. MSR values can fall when defaults or prepayments rise
An MSR is an income-producing asset whose value depends on expected future servicing cash flows. The Federal Reserve’s June 4, 2026 analysis says MSR valuations decrease when mortgage default and prepayment rates increase, and models material valuation declines under severe stress scenarios.
Higher defaults can increase delinquency handling, loss-mitigation work, and required advances. Faster prepayments can end servicing income earlier than expected. The combined effect makes MSR portfolios sensitive to both credit conditions and borrower refinancing or payoff behavior. Servicers therefore have to consider hedging, capital, liquidity, portfolio composition, seasoning, and the timing of MSR sales rather than treating servicing as a static fee stream. The analysis does not establish a single direction for MSR values from interest rates alone; the result depends on how rates affect both prepayments and credit performance.

FHFA identifies increased reliance on technology and heightened regulatory oversight as continuing forces in servicing. The technology question is broader than automation or lower headcount. Systems must preserve accurate loan and escrow data, produce timely borrower notices, document loss-mitigation decisions, control access to consumer information, and support transfers between servicers.

The Consumer Financial Protection Bureau (CFPB) organizes core mortgage-servicing requirements under Regulations X and Z, with official interpretations and supervisory materials in its mortgage-servicing resource center. A featured CFPB item notes a proposed amendment dated July 10, 2024. For a servicer, a platform upgrade is therefore also a compliance, testing, data-governance, and change-management project.
4. Loss mitigation is shifting toward layered modifications
The Office of the Comptroller of the Currency (OCC) reported 5,888 completed modifications in the fourth quarter of 2025, down from 8,190 in the prior quarter. Of the fourth-quarter modifications, 5,565—or 94.5%—were combination modifications using multiple affordability or sustainability actions. The same OCC release reported 7,519 foreclosure starts.
The figures show why modification counts alone are an incomplete measure of servicing performance. A lower total can coexist with more complex cases, while the high share of combination modifications indicates that many borrowers require several tools to achieve a sustainable payment. Useful operating measures include completed modifications, the mix of modification types, redefault outcomes, foreclosure starts, borrower-contact performance, and the time required to reach a decision.

5. Credit quality is diverging across products
Mortgage performance remains relatively resilient. The OCC said 97.5% of mortgages in its sample were current and performing at year-end 2025. The Federal Reserve’s May 2026 Financial Stability Report also said overall mortgage delinquency remained low by historical standards.
That stability does not eliminate servicing risk. The same Federal Reserve report said auto and credit-card delinquencies remained high relative to the past decade. Its January 2026 Senior Loan Officer Opinion Survey reported weaker recent demand for residential-real-estate and consumer loans, while banks expected demand to strengthen across categories during 2026 and expected deterioration in residential and most consumer credit quality. Servicers should plan for uneven workload: a stable mortgage aggregate can mask stress among particular borrowers, geographies, or loan segments.
6. Liquidity and operational resilience are central nonbank risks
FSOC materials warn that servicers often must advance principal and interest and make loan-level payments for taxes and insurance when borrowers do not pay on time. Those advances can create a cash-flow squeeze precisely when delinquencies are high and new-loan origination volumes are low. A servicer can therefore face liquidity pressure even when the underlying mortgage assets remain valuable over the long term.

FHFA’s servicing initiatives include servicer financial standards and work on market liquidity. In practice, continuity depends on advance-funding arrangements, cash reserves, warehouse or other committed facilities, counterparty access, and the ability to transfer loans without losing payment or borrower records. Liquidity is not a substitute for strong operations: weak controls can still trigger regulatory action, borrower harm, or a forced transfer.
How bank and nonbank servicers should be evaluated
Market share alone does not identify the safer or better-performing servicer. A useful comparison uses the following dimensions:
| Evaluation axis | Questions to ask |
|---|---|
| Liquidity and advances | Can the servicer fund principal, interest, taxes, and insurance advances through a delinquency spike? How diversified and committed are its funding sources? |
| Capital and counterparties | Does it meet applicable financial standards, and are financing providers and transaction counterparties sufficiently diversified? |
| Technology and data controls | Can its systems produce accurate statements, escrow calculations, notices, loss-mitigation records, and transfer files? |
| Regulatory and borrower performance | How does it perform against Regulation X and Regulation Z requirements, complaint handling, response deadlines, and supervisory expectations? |
| MSR portfolio profile | What are the portfolio’s loan types, agency mix, seasoning, geography, prepayment exposure, and default exposure? |
| Loss-mitigation execution | Can the servicer deliver sustainable modifications, track redefaults, and manage foreclosure starts without sacrificing borrower communication? |
These criteria apply to banks and nonbanks alike. The difference is that a nonbank may have less access to insured deposits or other balance-sheet liquidity, while a bank may have a smaller servicing platform after years of agency-share decline. The relevant question is each firm’s demonstrated capacity, not its corporate label.

What the 2025 performance figures mean for 2026
Several indicators point in different directions. Bank loan balances grew 5.6% year over year through the end of 2025, while total bank-loan delinquency was 1.6%, below a roughly 3% long-run historical average, according to the Federal Reserve. The OCC’s 97.5% current-and-performing mortgage rate reinforces the picture of generally healthy mortgage books.
Against that backdrop, the modification and foreclosure figures show that distressed cases still require substantial operational capacity. The Federal Reserve’s expectation of deterioration in residential and most consumer credit quality during 2026 means servicers should stress-test staffing, advance funding, vendor capacity, and customer communications even if headline mortgage delinquency remains low.
Likely direction of the market
Nonbanks are likely to remain essential sources of servicing capacity, but their growth increases the importance of liquidity standards, transfer planning, and supervisory oversight. Banks will continue to matter as owners, counterparties, liquidity providers, and servicers of selected portfolios even as their agency-servicing share remains far below 2014 levels.
The most durable competitive advantages will be reliable data, tested borrower communications, scalable loss mitigation, sufficient advance funding, and the ability to satisfy changing Regulation X and Regulation Z expectations. Technology investment will matter when it improves those controls and outcomes—not merely when it reduces processing expense.
