Why the gifts became controversial
The presentation occurred while Swiss companies were confronting a 39% U.S. tariff on Swiss imports. A later U.S.-Swiss arrangement capped the levies at 15%, creating an obvious political question about whether the gifts and the tariff outcome were connected.

Were they gifts to Trump or to the United States?
There are three different descriptions in circulation: a personal gift to Trump, a gift accepted by the U.S. government, or a gift intended for eventual custody by a presidential library. The handover was made to Trump in the Oval Office, but Budliger Artieda’s account places the intended beneficiary in the public rather than in Trump’s private possession.

She emphasized that the Swiss government was not the donor: “The Swiss government didn’t gift anything. I think that’s the most important thing.” According to a source close to the delegation, the items were presented to a presidential library on behalf of the business group and were cleared with White House ethics counsel.
Registration at the White House is significant to the official account, but it does not by itself answer every question about custody, title or the timing of a transfer to a library. No publicly established record in the available reporting confirms that a final presidential-library transfer has already occurred.

What the ethics critics argue
Critics focus on the timing and the appearance of influence rather than on the Swiss government’s formal role. Richard Painter, a former chief White House ethics lawyer under George W. Bush, told NPR: “I certainly view this is inappropriate. It appears as if there’s a quid pro quo of a gift from foreign interest to the President in return for concession on tariffs.”

Did the gifts cause the tariff reduction?
The available accounts establish a sequence, not causation. The gifts were delivered during lobbying after the 39% tariff, and the later arrangement set a 15% ceiling. Neither the Swiss statement nor the cited criticism proves that the objects caused the policy change.

The delegation’s stated objective was tariff relief, so the proximity has fueled allegations of influence. At the same time, no source summarized here reports a court finding that the gifts constituted bribery or that U.S. officials conditioned the tariff arrangement on receiving them.

Was accepting them legal?
The answer is unresolved in the public record described here. Budliger Artieda said she was confident the private-sector initiative remained “within the margins of the law,” and the delegation’s source said White House ethics counsel cleared the presentation. Swiss lawmakers nevertheless filed complaints seeking scrutiny under possible anti-bribery rules.

Those positions address compliance in different ways. The official account relies on donor identity, registration and ethics review. The critics’ account asks whether a valuable benefit from foreign commercial interests, delivered amid negotiations, could create an improper appearance or an unlawful exchange. The reporting does not establish a final legal determination in either jurisdiction.
Who would own the items if they enter a presidential library?
Budliger Artieda’s wording treats the objects as belonging to the American people through White House registration, with a possible later home in a presidential library. A library placement would therefore be consistent with public, institutional custody rather than Trump’s personal ownership. However, the available statements do not identify the exact legal owner, the library involved or the date of any completed transfer.
